A battle scarred, grim and combative populace (hundreds of millions) live on this frozen world devoid of atmosphere. Vacc suits are required on the surface, and domed settlements are sparsely scattered. The majority of the inhabitants live in Hefry Starport, and (except for a few) the remainder live underground.
Submachine guns are permitted by law, but military weapons are not. The government is strictly democratic and is enforced by right of might and clan law when Hefry marshalls are not around.
The world is '70's-80's tech and is dedicated to mining. The scoutbase is frequently called on to suppress pirates, thieves, and claim jumpers. Hefry City (Starport) is rowdy but relatively comfortable.
