POLICY and PROCEDURES

Wrote a major part of the administrative portion of the first Administrative and Operational Manual for Edmonton Water and Sanitation, assisting others in the writing of the remainder.

Wrote numerous purchasing procedures and rewrote purchasing clauses for the City of Edmonton. These included guides to the use of the City's original electronic purchasing program "PINS" and subsequently SAP as well as a vendor guide for the use of MERX.

Wrote step-by-step guides for own staff in training them in the use of electronic purchasing. These guides were then adopted by other staff buyers.
