The Phillies organization commissioned a ballpark design to include such qualities as natural turf, intimate surroundings and a turn-of-the-century look. The design has been tested on a number of sites, most of them near the existing Veterans Stadium because of land availablility, the highway network and the presence of other sports facilities in the area. A new proposal, called the Keating proposal, was made in 1997 to place a similar ballpark in a more urban setting, at the corner of 30th and Walnut Streets on the west side of downtown, just across the Schuykill River.

The U.S. Postal Service's mail processing and distribution center has been for many years at its current 30th Street location. The Keating proposal would relocate this operation to another site in the city of Philadelphia and develop the property left behind. This development would include a multi-plex theater, retail shops, parking garages and a new open-air baseball park for the Phillies. The ballpark would feature a magnificent view of downtown.
