I think he is married to Sharron Skinner but I'm not sure.

In the beginning of the series Skinner was kind of a bad buy. He was under the power of CSM but how it looks as if he has broken free from him because he helps Mulder and Scully whenever he can. Here is Scully thanking him for helping her find Mulder in the 6th season episode Triangle.
