A: That is a resonator chamber.

A: That's kind of complicated, but basically it times the intake pulses to maximize low end torque.

Q: But how does it work?

A: Well, it is sized as a function of cylinder displacement and throttled volume. The chamber times the intake charge so that it will reach the head as close to the opening of the intake valves as possible. Makes for a more fluid system.
