The first elections to the National Assembly for Wales were held under the Additional Member system of proportional representation. 40 members were elected to represent single-member constituencies (the same as those at Westminster), with the winner in each constituency being the candidate with the largest number of votes. The other 20 members were elected from five electoral regions, four in each region, according to this formula:

DEVELOPMENTS SINCE 6 MAY 1999
General
12 May 1999: The National Assembly for Wales met for the first time; Rt Hon Alun Michael (Lab, Mid and West Wales) was elected First Secretary and nominated a minority Labour executive. Lord Elis-Thomas (PC, Meirionnydd Nant Conwy) was elected Presiding Officer.
9 February 2000: The First Secretary Rt Hon Alun Michael resigned before facing a vote of no confidence, called by the opposition over his failure to secure Objective 1 EU funding for Wales.
15 February 2000: Rhodri Morgan (Lab, Cardiff West) the Secretary for Economic Development, was elected First Secretary to replace Michael.
16 October 2000: Labour entered into a coalition with the Liberal Democrats.
