Batangan is read in Washington by then Philippines Defense Secretary Renato de Villa on the eve of the May 1998 campaign, which saw him as Reporma's presidential bearer. De Villa, from San Juan, Batangas, emerged on January 21, 2001 as President Gloria Arroyo's Executive Secretary.
