Defining "in private":
CASE 1: In a room
If your target is in a room, such as a laundry room, elevator or dorm room, the door must be closed for you to kill them. No one else may be in the room. This is designed to allow people to chill in their room with the door opened. I don't want a floor where all the doors are closed all the time. It also gives the target the same honest chance to defend themselves that they would have in a hallway. It is not necessary to remove the bolt; closing the door so that the bolt keeps it from shutting still counts as private.
CASE 2: Hallways
Hallways must be empty (No one in line of sight of you or your target). Avoid shooting the walls. They use water-based paint.
