A. Article XI, amended to read "as is" on 10 October 1997.
A. Article III, Para D, amended 13 March 1998:
1. Retirement Committee:
a. The Retirement Committee shall ensure a shadow box, flag,
and egraving, or monetary equivalent, is presented in
the name of the Association to each member in good standing
upon retirement. The Retirement Committee shall refer to
Article X, Paragraph F of the Association Bylaws.
A. Article III, Para I, amended 13 March 1998:
1. Scholarship Committee:
a. A Scholarship Committee is formed to conduct a search
for a high school senior for the purpose of awarding at
least one (1) five hundred dollar ($500.00) scholarship
for education beyond high school; and, further conduct a
search for a (Non-Tuition Assistance eligible) spouse of
a CPOA member in good standing for the purpose of awarding
at least one $500 scholarship for education beyond High
School.
1) The committee shall consist of four (4) members in
good standing from the CPOA of which two (2) members
must represent recognized minority qualifications
(Hispanic, Black, Female, etc.).
2) The committee will appoint its own chairperson.
3) The search for a qualified candidate shall consist of
nomination from any senior enrolled in a high school
of a CPOA member in good standing, and nominations from
the following high schools: (1) Laurel High School
(2) Arundel High School (3) Fort Meade High School.
4) The committee will develop its own interview questions
for the nominees.
b. The nominating criteria shall consist of the following:
1) The nominated student must have a minimum GPA of 2.0.
a) The nominated spouse does not require a GPA, but a
letter of nomination from the Chief sponsoring them.
Para 2.c. remains germane.
2) Nominations must be made by a counselor and a teacher
who will attest the student is working up to the
student's capabilities.
3) Nominees must interview with the scholarship committee
as the final determining factor for the award.
4) Nominations must be received no later than March 1st of
the year the nominee graduates.
a) Nominations of spouses must be received no later
than 1 August of the year the nominee is applying.
c. The CPOA Scholarship award shall be announced and awarded
at the awards ceremony of the recipient's high school.
A. Article II, Para F, amended 10 July 1998:
1. Terms of office for the President, Vice President, Treasurer,
and Secrtetary shall be one year. The officers will be elected
by the majority of members present at the March meeting (for
Vice President and Secretary) and September meeting (for
President and Treasurer). The election will be conducted by
secret written ballots, and shall be the first order of business
at the respective meetings. In order to phase in the staggered
election of officers, the elections held in September 1998 will
be for all four offices, with the President and Treasurer
filling one year terms, and the Vice President and Secretary
filling six month terms.
A. Article I, Para 2 & 3, amended 9 June 2000:
1. Paragraph 2. Honorary Member: All duly initiated naval and other
service E-7, E-8, or E-9 Fleet Reserve, medically retired, or
reserve (with less than 30 years) personnel and personnel who
have retired after 30 or more years of active duty.
2. Paragraph 3. Stricken
A. Article X, amended 8 June 2001 to read as follows:
1. Active duty members shall be assessed dues of $60 per year,
payable in advance.
a) Dues will be pro-rated at $5 per month for those with
less than one year remaining onboard.
B) Newly initiated CPOs will be granted six months free
Association dues.
c) Members are not required to pay dues for their first or
last month at the command.
2. Honorary members shall not be assessed dues.
3. All dues will be paid to the Treasurer.
4. A member in good standing is a member whose dues are current
through the end of the month as indicated by record. Members
whose dues are three or more months in arrears, unless
justifiable by reason of TAD, hospitalization, or the like,
will have their membership terminated. Membership may be
reinstated by payment of all delinquent dues.
5. Association funds may be utilized to provide or subsidize
social functions upon approval of a majority vote of the members
present at a general membership meeting.
6. Funds from the Association treasury will be used to pay the
attendance fee for each departing member in good standing and
one guest at an Association Hail and Farewell function.
7. The Association shall provide a choice of either a weather
station or a CPOA plaque to each member in good standing
departing from the command on permanent change of station (PCS)
orders. Each item will be suitably engraved.
8. The Board of Governors may recognize exceptional service to
the Association by any member in good standing with a suitable
gift. The cost of the gift will not exceed $50.K. The
Association shall provide a one-year Fleet Reserve Association
membership to each commmand Sailor of the Quarter and Sailor
of the year.
