does the mildew mark the water level inside?
You can get up close and personal with this ground-level stand-pipe. It exemplifies the Tuscaloosa tower design: "Roll Tide" writ large and plenty of mildew. (Periodically the fire department hoses the  mildew off. As any painter will tell you, there's no keeping mildew off of paint in Alabama. About elsewhere, I dunno.)

This stand pipe was constructed in 1969.
