This module was part of digital control for lathe, huge rack, original USSR construction from 1970s, all made on Soviet TTLs. In 1990s such systems were dismantled and our teachers in electronic school (Defenders of Stalingrad 120 Street, Rzeszow [*]) allowed us to dismantle such things and I dismantled maybe 10 such modules. All of them were quickly dismantled for TTLs on which I was made my first constructions. There was a lot of K1LB553 (7400), K1LB551 (7472), K1LB554 (7410), K1LB556 (7440), etc... But I left one module as an interesting thing.
This particular module is a kind of digital adder and consists of 12 TTLs. In huge rack there was maybe 50 or more similiar modules and it was in fact digital processor for specific task. Coordinates for lathe was inserted from special operators panel, it was very well made. I cannot find nothing in russian internet about his system.
