Latter was secret, closed codes, used by some services or organisations. As we looking deeper into history such codes were more and more frequently used, especially during 2WW. Many clandestine spy stations used it own set of Q codes to encode such typical operating things like QSYing, QTC, QRV, QSV... International codes were widely known, but please remember that it was standarized somewhere in 1940s, before there was some few other meanings (see [4]). Station in 1930s would use same code in other meaning than it was used in 1990s.
