A students while enrolled in BCC, shall enjoy the following rights:
A. The right to equal education that is within the capabilities of the College;
B. The right to organize, or join and participate in campus organizations and
societies recognized by the College; however non-Catholics are subjected to
some constraints, especially in occupying the first two highest positions of the SSG.
C. The right to freedom of expression and assembly, subject to some constraints as
well as ensure the proper execise and enjoyment of the same freedom by all members of
the academic community;
D. The right to guidance and counseling services and medical and dental services;
E. The right to be free form involuntary contributions except those solicitations which
are authorized by the Commission on Higher Education through official memoranda and those
that are approved by their own orgaization or societies which are recognized by the College;
F. The right of student organization to assess each member a reasonable amount to be used for
the purpose of the departmental organization;
G. The right to hold assemblies such as symposia, workshop, seminar, debates, and other
activities of similar nature. However, such activities must have the approval of the
Administration;
H. The right to access their individual records and to the issuance of official certificates,
transcript of records, grades, transfer credentials, et., within thirty (30) days from request; and
I. The right to publish campus publications.
To exercise their basic rights responsibly with the knowledge that they are answerable
for any infringement or violation of the general welfare or rights of others.
To participate actively in school/civic affairs, and in the promotion of the general
welfare, particularly in the social, economic, and cultural development of the community
to a just, compassionate and orderly society.
Discipline means to bring to a state of order and obedience by training and control.
BCC as an educational institution has a code of discipline to train students in good
behavior and develop them the right attitude and values.
The administrative Team has created a special body, the Ethics Commitee, that supervises
the behavior of all students. Likewise the commitee investigates all reported cases of
misconduct, violation of rules and regulations, ascertains all facts and impose appropriate
sanctions as provided by law.
General Functions:
A. to regulate the Norms of Conduct for all students, and
B. to investigate and try cases involving students and impose the corresponding penalty/
sanctions for the offense committed upon meeting the rules on due process of law.
Specific Functions:
A. As an insurer of Norms of Conduct:
A.1 to ensure the proper conduct and strengthen the character of the students;
A.2 to investigate any substantiated incidents of misconduct of the students and shall
render appropriate actions for such misconduct;
A3 to impose disciplinary sanctions for violations of the Ethical Standard.
B. As a Disciplinary Commitee
To receive substantiated complaints/grievances regarding the violations
of rules and regulations.
3.3 Administrative Due Process
A student charged with violation of school rules and regulations is informed
of the complaint against himself/herself. However, in case of voluntary admission
or confessions of offenses committed in flagrante delicto, a decision is summarily
rendered and the corresponding penalty imposed on the erring student. Furthermore,
if the erring students refuses to appear or to present his/her defense, or resorts to
dilatory tactics in the course of the investigation, the hearing may be conducted ex-parte.
