Ly Kino opened the meeting at 1400 Hours, as planned. The Meeting followed the agenda, which was previously published via e-mail and web site.

Also there was a consensus that “lessons learned” from RU 2000 be added and presented during the first hour of the Meeting.

RU 2000: The Lessons Learned

The California group made a brief presentation; Khuon Vandy introduced a Khmer Navy Association in California (informal), whose main purpose is to assist the ex-Khmer Navy personnel and relatives in “Case-of-Need” situations.

  • Khuon Vandy, President of the Association described the activities, which include annual gathering (e.g., as a picnic), funeral assistances (e.g., sending flowers, if close by, or post cards, if far away – like Washington DC, Canada, or Cambodia), and others.
  • The Association consists of several
    • Regional representatives, who inform the President and other members of any Khmer-Navy related events in the community,and
    • Other active members.
  • “Willing to participate is a key,” Khuon Vandy stressed.
The discussion of RU 2000 focused on several subject, including:
  • Contact – via direct phone calls (most important, 80% positive feedback), e-mails, and surface mails (every meeting minutes or notes, were sent out, with 5% positive feedback).
  • Contributions – from Texas and other helped tremendously.– Donations are just like energy to keep us going. (Appreciations expressed to Kino and Madam for the substantial initial contribution, and to P. Kuoch, for the same reason).
  • Expenses – mainly on food, and picnic; it was estimated that without the contributions, the cost per person would be $82, not including the picnic expense.
  • Honored guests – about 1.5 tables (15 guests), no admission charge (guests did pay their own air fare, hotel, etc).
  • Seating assignments – was voted to group according to promotions; turned out OK.
  • Contingency plans – was moved from the small room to a bigger room, to accommodate late registrations.
  • Advertisements – none; politics were the main concern.
  • Suggestions for RU 2004:
    • Get estimated cost, location (Mme Kino was appreciated for an excellent research summary).
    • Community participation.
    • Donation / Seed money – schedule must be defined.
    • Get lessons learned from RU 2000.
    • Representative – local to address out of town needs (was not done for RU 2000).
    • Local commitment is key … leaders to drive the process forward – core team member (like RU 2000: Leng, Sovanna, Sim).
    • Mailing list (now available)
    • Location …Head count 72 hours in advance.
    • Acceptable number to make the decision to go forward with the reunion.
    • Estimate positive … 5% initially … and continue to enlist new participants… three-month goal of 40%.

The RU 2004

A mission statement was defined, which was in line with the RU 2000 mission statement:

Friendship Reunion.

Location
Texas -- The city (Houston, San Antonio, Austin, Dallas) will be finalized within half a year. There were other places mentioned, such as California, East Coast, and cruise ship. However, the decision (for now) is Texas.

Target Participant
30% from California. There were contingency plans brought up to cover the "what if" scenarios, such as if only 100 participants were committed, ... Here the "cruise ship" was mentioned again, etc.

Date
Last week of July 2004 (either Saturday the 23rd, or the 31st); Spring and Fall -- since it is hot in Texas Summer -- were debated but July is a better choice.

Picnic
Voted "Yes" -- There will be a picnic on the following Sunday.

Live Band
Voted "Yes" -- With a singer from California or Cambodia in mind (optional).

Honored Guests
Voted "Yes" -- To invite with free admission will be decided according to available fund and personnel participation.

Children
Voted "Yes".

Souvenir
One souvenir will be budgeted in.

Initial Contribution

  • P. Kuoch $2,000.
  • Each core team member $100 or more.

Premiere Treasury
Um Sihourn -- Got unanimous vote of confidence (he volunteered the same role in RU 2000 and did an excellent job).

Participation Fee
Start at $75 -- this will depend on the celebration cost and contributions.

Madam Kino reported that at decent hotels in Dallas area, the banquet dinner would cost from $42 to $110; and $75 is at the low end, because we need to cover the picnic also. Comparison of the celebration on land and in a cruise ship popped up momentarily.

There were also debates on left over money (which is unlikely). The plan will be not to roll over to, say, RU 2008, but to spend it all on other after-celebration cost, such as video tapes, etc. RU 2000 did have a small sum left, which was barely enough for a dinner of appreciation for committee members.

There was also a suggestion of the Friday's Pre-RU, like in California; but this is not part of the RU 2004 expense.

Introduction

  • Um Sihourn opened the meeting by thanking the participants (referring to them as "Die Hard People" for their dedications).  He also reported that we have on hand $2,000, and $2,200 more, promised by other Core Team members.
  • Mao Robert reported that all 18ième Promotion will support and will come to Texas for RU2004.
  • Chean Mengly reported that we have websites and electronic groups, and that recently there was an interruption due to data transfer overload.  The meeting suggested to look into the matter, and, if needed, would allocate fund to buy more data transfer bandwidth.
  • The agenda, posted on the website earlier, was quickly adopted as the guideline for the meeting.

RU2004 City: Dallas, TX
The RU2004 place was first discussed; Dallas, TX was unanimously voted to host the RU2004.

RU2004 Date: 24-25 July 2004  
Reports by earlier e-mails and by direct contact with some Core members suggested: third week of January, first weekend of July, and last weekend of July.  But it was unanimously voted for the weekend of July 24-25, 2004.

Celebration Place: Hotel
It was decided on a hotel. Ly Kino accepted that Madam Kino will head the Search Committee; Ngin Sywong has volunteered to be in this committee.

Lessons from RU2000
Several suggestions were brought up by Tan Sim and Buoy Kang, former RU2000 organizers:

  • Place must be locked (reserved) at least six months before the celebration (it was one year in advance for RU2000).
  • Invitation must be by all means:
    • E-mails -- didn't get many;
    • Flyers -- got more attentions;
    • Formal invitation -- got more, but not enough;
    • Direct phone calls -- got the most.
    • Bottom line: Get the money, then we can count the number.

Ticket Dateline
It was suggested that tickets be sold up to three months prior to the celebration.  There will be no ticket issued at the door.

Estimated Number of Participants: 300 People
The number of RU2004 participants was discussed.  It was estimated to be around 300 people.

Admission Charge: $60

  • The cost for admission, previously estimated at $75, was lowered to $60.00.  The expense would have to match the fund, which should be around $60 X 300 = $18,000. (RU2000 expense was about $75 per person.  Thanks to generous contributions to cover the extra cost .) 
  • There were suggestions to ask for more donation at the party, if the fund fell short.
  • Ngin Sywong suggested to itemize the cost: band/dancing, food, and picnic.  If the cost is more that the fund on hand, start cutting/readjusting the cost accordingly.

Executive Committee
The Committee members to execute the RU2004 celebration were unanimously voted as follows:

Invitations
The flyers will be sent out, by surface mail, as soon as possible.  Copying at Kinko may run to $700 to $800, as per RU2000 estimate. Yuth Hean offered to help print flyers, etc., in color.

Entertainment/Decoration
There were discussions on how to arrange for photography, video, and souvenirs.  The Public Relation Officer (Mao Robert) will also take care of these.  Madam Kino (affirmed by Ly Kino) will also help with the decoration.

Program
The Committee members will have to come up with all ideas about the program; The Committee will present the proposal at a later meeting.  Tan Sim suggested to include the timeline and the budget as well.  

Follow-Up Meetings

  • Seng Bunthay and Yuth Hean reported that Bawng Chea Khin will organize a meeting in the East Coast in the Spring or Summer 2003.
  • The Meeting decided to plan for the next meeting during the Memorial Day weekend (Saturday 23 May 2003 ) at Lake Fork Island.
