I saw an orange rectangular column with a small red light on the bottom moving slowly and almost stopping, and it was travelling towards the West from the East. It's height was about the diameter of a business or polo shirt button (8mm?) at arm's length (I suppose that might be half the diameter of a full moon) while it's elevation was about 25 degrees. There was no sound and the duration of the sighting was approximately for a period of 1 minute until lost to sight.
As a conventional explanation some might say it was some kind of Chinese lantern, but although it pulsed or flickered a little it was more in the way of a powerful light source like a lamp. The other thing is at the time (according to the Bureau of Meteorology (Scoresby station) observations) there was no definite wind movement in the area between 6 and 7 pm, being calm and with gusts of 4 km/hr at 6.30 pm but no directed wind. So this object was moving and came to a stop without the assistance of wind.

Description of sighting:
Observing from Mooroolbark at about 12.53 am (20 March 2020) I saw a bright unblinking orange light to the West which was flying at moderate speed Northwards. It was about the size of a pinhead. It remained visible for about four seconds then disappeared in front of my eyes. Conditions: overcast sky to the horizon but otherwise clear. No sound detectable. Photograph was taken by me but suffers slightly from camera shake.
