A state-of-the-art Tomcat is hit by lightning and forced down in Cuba. Harm, Meg and Krennick are sent to negotiate the return of both pilot and aircraft. However, Harm has secret instructions: blow up the Tomcat before the Cubans can download the top secret information contained in its micro-chips. All is proceeding as planned, until the "slug" sent by State to head up the negotiations throws a wrench into the works. Then Harm must scramble to save the entire operation. Aiding him is an unlikely ally, the Cuban captain in charge of the sabotage of the Tomcat.

As this episode was set in Cuba, cigar-smoking was the order of the day. DJE later said that the cigars they smoked in Smoked made them turn green.
