Association with the health sector.
1975-78: As SDO, I was involved in management of family
planning camps, (a strategy much maligned since then nevertheless it had some
good aspects in Maharashtra. Mainly political leadership was motivated.) When
the incentive payment for vasectomies was Rs 100/- and for tubectomies
200/-,� I had influenced the Pimpri
Chinchwad Municipal Corporation to give an incentive of Rs 1000/- for vasectomy
operations. Maximum vasectomies were done during that period.
This was when I started interaction with Dr. Banu Koyaji and
others.
1980-84: As CEO, In Maharashtra, CEO of Zilla Parishads is
the administrative head of entire district level health machinery. I was
involved in implementation of schemes, eg family planning camps, malaria,
tuberculosis, blindness,� in budget
management, in infrastructure eg PHCs, Rural Hospitals and cadre management
upto the level of Dy. Director Health.
1984-85: As Collector, In-charge of all Urban Health
programs, Epidemic control, Management of Water-based public health activities.
Interactions with Dr. NS Deodhar, Dr. Sukhatme. Ex-officio secretary of DPDC
(District Planning and Development Council) including health sector. I was
involved in campaigns for family planning (V. Srinivasan, a very dynamic
officer was the Secretary Health).
1994-95: As Commissioner, the above type of involvement
continued, as I was the contolling officer for CEOs and Collectors and the Vice
Chairman of DPDCs of 4 districts namely, Nasik, Jalgaon, Dhule and Ahmadnagar.
During these years malnutrition, especially the grade 3 and 4 was the thrust
area. So also the malaria program as the disease is rampant in tribal belts of
Nasik and Dhule. The notorious plague out-break after Baroda floods occurred
during this time, severely affecting Nasik division, which borders with Baroda.
1990-94: As Director NIN (National Institute of Naturopathy)
I got the insight into Indian System of Medicine which offers an effective
alternative to a lot of our health sector problems.
1998-2001, In NCW, women health and RCH, and the question of
women�s empowerment in health management were important thrust areas. In
addition, I was associated with a unique program started by Pune University
namely a post -graduate diploma course�
in health sector management (including evolving and refining it over a
period). I continue to be their guest�
faculty.
Published several articles in Marathi and Hindi on Health
related issues (more on ISM side) My commentary, written on Dr. Deodhar�s
invitation was included in the book review of�
�Colonising the Body� published in American journal of Public Health
Policies.
I possess a strong legal background, and have prepared a brochure on section 125 of Cr. P. C. dealing with �maintenance grants�.
