Remarks on the proposal of finance mnistry (pfm):
I) At Present NHAI has 15000 and ministry has 45000 kms of
road lengh.
The technical staff with the two is as below:(only filled
posts)

II] The work of 45000 Km of roads, now with ministry, can be
transferred
to NHAI within 3 years. It need not take 5 years as
indicated in pfm.
III] The pfm talks about NHAI picking up technical staff
from the
ministry "as per suitability". Instead, NHAI will
have to absorb all
technical staff barring those who desire to take VRS. Later,
as they
retire, NHAI will implement its own recruitment policy. This
phase will
come after 12-15 years.
IV] Immediately, NHAI needs to formulate its promotion
policy, in order
to facilitate transfer of staff in such a way that will not
hamper the
efficiency of execution of road projects.
V] While transferring the roads to NHAI, ministry has to
work out
priority roads. In terms of volume it should be phased out
as 20%,
35% and 45%. In terms of importance it will be 40%, 40% and
20%.
In view of this the staff transfer plan will need to be 50%,
30%
and 20% over 3 years.
VI] Presently, 2 modes of road work execution exist, NHAI
uses the
method of contracting while ministry uses the method of
using state
PWD staff as their agents. Both methods have their +ve and
-ve aspects
and they can be seen as complimentary methods rather than
rival methods.
This flexibility can be used with advantage. Hence, NHAI
will have to
decide about its method of executing the work.
