Towards improving the child sex ratio patterns

 

A district wise analysis of fmr6 (2001 census)(Mehendale, forthcoming) shows that Panjab. Hariyana, Delhi,western Himachal, northern Rajasthan, Gujrat, southern Maharashtra and central Tamilnadu are the worst districts.

Following kind of monitoring can be suggested:

 

1) The dept. of family welfare should insist that Apropriate authorities are appointed immediately at least for these districts and the respective states.

2) The dept. can call for monthly reportsof registration of new clinics, (both sonography and gynaecology clinics) from the appropriate authorities.

3) the fmr1 ie sex ratio for children below the age of 1 year should be immediately collected for these 126 districts,

4) census of child population for children below 1 year and children below 6 years should be carried out every year rather than after 10 years.

5) The anganwadi workers of these 126 districts can be asked to do child birth egistration more vigorously and may be given some extra incentive for a more effective birth registration.Such incentive need not be necessarily by giving money but can also be by increasing their visibility and decision making authority. For example two incentives tried out in orissa by Agnihotri were

I) To give them additional contingency grant of Rs. 1000/-

II) To create a few promotional avenues for them in the supervisory cadre.

A whole range of moral-boosting incentives is available both in terms

of monetary and non-monetary benefits.

6) At present, a sex-wise disaggregated data is kept only at the level of anganwadi workers but the data entry at the district or state level deliberately excludes

the column for gender as a policy of the women development dept.(quoting from commissioner for women Welfare, Maharashtra, I am requesting the Commissioner to confirm this in writing, the dept. can also do so.)

The dept of family welfare must immediately take it up with the D/WCD so that gender-wise data becomesavailable with a much regular periodicity.
