| In the spirit of the fraternal bonds that unite the Indomitable Borderlands of the Grendels and the Varangian Empire, the undersigned parties (hereafter, �the parties�) agree to broaden their current friendship by undertaking the following economic, social, and military actions.
I. Economic Incentives to Establishing a Broader Friendship The parties agree to remove all tariffs, quotas, and other trade barriers on goods and services bought and/or sold between the parties. In place of these trade barriers, both parties agree to a nominal (A) 1 per annum tax on the aggregate of all goods and services traded between them. The parties also agree that a wider trade agreement, for example a free trade agreement between the Wysterian Union and the Borderlands, will supercede any agreement made as a result of the concord. II. Social Incentives to Establishing a Broader Friendship The parties agree to encourage educational, cultural, and artistic exchange programs. The parties also agree to minimize the barriers to the free movement of tourists and students transiting between the Borderlands and the Empire. III. Military Incentives to Establishing a Broader Friendship The parties agree to inform each other in the event of major military actions to be undertaken in the immediate vicinity of either party. Further, the parties agree to take steps to understand the military culture of both systems via officer exchange programs. IV. Other Terms of the Concord The Indomitable Borderlands of the Grendels and the Varangian Empire agree to respect the other party�s rights to choose its own government and to work toward the actualization of its national interests. As such, the parties agree to never interfere in the internal affairs of the other. The parties also agree that the agreement is not amendable and that further steps taken to strengthening the relationship between the Gnolls and the Varangians shall come via a further talks and successive agreements.
