Sometimes after an NBN outage my phone stays out
and is confirmed by the modem phone light being off.

To restore the phone I switch my modem off, wait for
approximately 10 seconds and then switch back on.

I then wait for the modem to come back on line and
verify it with a browser.

I then wait for the modem phone light to appear on and
when it does I pick up the phone and hear silence.

I then put the phone back down, wait for approximately
10 seconds and my dial tone has returned.
