In the very earliest days of motoring people spontaneously began racing, competing for speed and toughness in different sized cars. After a while, the manufacturers established rules to set the best equal conditions. Formula means a set form, and was used in this case to indicate a set of specifications. The various rules were changed on numerous occasions, sometimes according to engine size, other times with no engine limitations except a minimum weight. As already mentioned, after the war the FIA created international regulations that standardized engine size, car dimensions and car weight, making F1 the ultimate level of racing in the world.
The original formula was 2.5 liters. This was changed to 1.5 liters in the 1960's and to 3 liters in the 1970's. The rise of the 1.5 turbo in the 1980's challenged the 3 liter engines and actually eliminated them in the following years. But turbo engines had become excessively powerful by the 1990's and were replaced by normal aspiration 3.5 liter engines, shortly after which the engine formula was changed to the 3 liters, V10, and, in addition, changed to 2.4 liters V8 engine from 2006.
