Actually, the cities are next to each other, so they are kinda sieging each other. Makes you feel like you're building a castle, as you can garrison your outer "forts" (bunkers and buildings), although the map gets incredibly annoying with the Yuri sound effects and the tendency for players to turtle. Beware.

This is a turtle's
dream. With lots of defenses (garrisoned buildings), you can put grand cannons,
patriot missles, and gap generators close enough so that it hits your opponent's
base...without you ever having to move.
