The creation of these "to do" lists constitutes a practice of "surfing in slow motion." "Surfing" is taken to mean the charting of a course through the connected graph that is the world-wide web, by following links. Most of my reading of web content is offline. So between online sessions (devoted mostly to downloading, compression and wrestling with paranoid floppy drives) I accumulate links in these "to do lists." I upload them into "my" Yahoo!™ Geocitie$™ "webspace" out of vanity, of course.
In addition to links found in files downloaded during previous sessions, are "webbits" (as Fravia calls them) or "search engine maths" expressions representing ad-hoc queries that come to mind between online sessions. Hence the process of living and the process of surfing are both on a time scale of weeks rather than seconds, thanks to the severe bandwidth constraint of depending on the generosity of public terminal providers for access to cypherspace.
Also, I think any attempt to get the most out of a resource is a process worthy of documentation and study.
