The Estonian Final was held on January 24th, at the Estonian TV studios in Tallinn, hosted by Anu Välba and Marko Reikop. The winner was chosen by a panel of international jurors.

Koit Toome previously come 3rd equal in the 1997 Estonian Final as part of the duo Code One. At the ESC, he came 12th. Evelin Samuel was a backing singer for Estonia in 1997. Janika Sillamaa represented Estonia in the 1993 preselection, while Ivo Linna represented Estonia in the 1996 Eurovision along with Maarja-Liis Ilus.
