With Decepticons continuing to gain ground both on Cybertron and Earth, the Autobots needed to help improve their available forces stationed on Earth. Taking particular note of their extreme lack of naval forces, they set forth to build a new operative to join their ranks.

Using the latest technology and body enhancements, Autobot City engineers began construction on an armored Autobot who would help their defense of the planet. Intricate gyrosystems were installed to help adjust to the shifting currents of an aquatic environment. A small hoverboard was also built in order to provide an adequate means of transportation across land. After spending several weeks on the external body, the time came to move on with internal processing and programming.

Obviously not having the appropriate knowledge, skills, or means to create a Transformer from scratch, the engineers were forced to travel to Iacon in order to obtain a working neural network circuit system. Eventaully making their way to the archives deep within the city, they entered a hall which contained salvaged circuits from hundreds of fallen citizens. Wiped clean with every bit of past identity completely lost to the winds of time, the matrices are effectively blank slates. The engineers spent some time examining the available neural nets for the one in the best condition. Pulling the net from the archives with the consent of the administrator, they then return to Earth with the wiped net.

After successfully installing the neural net into the large body which had been built, the process which next had to be carried out was programming. The neural net retained its sense of self-awareness, but without additional information, would have no sense of identity. The engineers and medics programmed into the Autobot countless files with information about Earth and its inhabitants. Detailed behaviorial and performance guidelines were installed. Although a recent creation, they wanted to be sure that this Autobot would not be without the neccessary information to perform its task well.

Finally throwing the last switches of activation to awaken the Transformer, the scientists stepped back as the black-and-white Autobot slowly sat up from the table. Its crystal blue optics flickered brightly as they gazed about the room. Orca's life had begun...

While on patrol near the Bering Strait a few months following the end of the Unicron War, Orca was assaulted by several Decepticon scouts. He was outnumbered and knew it would not be wise to stay and fight. He activated his faction homing beacon and dove beneath the surface of the cold Arctic waters. Unfortunately, Orca had not completely taken into consideration the possible consequences the frigid water would have...he got trapped in an ice floe and was unable to break free. Eventually becomming encased, he shut himself down in hopes of oneday being found.

He was found several years later by a group of Eskimo fishermen. Aware that they had found something of importance, one of their HAM operators placed a call for assistance to the EDC. Several Autobots and Autobot allies went to investigate. Discovering that the enclosed form was an Autobot, they took it back to Autobot City and reactivated it. Orca took time to catch up on the events from the past four years, and began to reaquaint himself with the other Autobots.
