The owner of the bar, Dominic, meet a couple named Harley and Helen. Dominic welcomes them to America.
Bobby and Russ are watching on wondering if the couple are 'carriers'. Bobby follows them but is bumped into by Mendoza, a criminal Bobby put away who is suposed to be in jail.
Bobby gets bumped into by someone else. He turns around, then turns back and Mendoza is gone. He hears a the click of a gun, goes into the bathroom to load his own gun but when he comes out Mendoze is no where to be found.
Bobby is in bed but can't sleep. The phone rings. He answers it and it is Mendoza on the other line. Mendoza makes a funny comment before hanging up. Theresa comes into his room wanting to know if the phone call was for her. Bobby tells her to go back to sleep. She leaves and Bobby rings the person who just called him. He hears the pay phone ringing outside.
Theresa is at school talking with her friend about how she wants a mature guy. She tells her friend that her man is 24 and that he's so cool even Bobby will like him.
Tc is talking to Jamie and Russ. Jamie thinks they have enough evidence for a warrant. Russ disagrees and says they need more time. Jamie teases him that he only wants more time so he can spend it with Rita.
After those two leave Bobby goes over to talk to Tc. Tc tells him that he checked with the prison and Mendoza is still in jail and that Bobby is probably imagining it. Bobby isn't convinced however.
Russ is at Rita's stand. She's a vendor by day and a waitress by night. He's trying to make a date with her. They settle on breakfast after they finish work one evening.
Bobby and Theresa are walking down the street. Theresa tries to convince him that dating a 24 year old is okay. Bobby disagrees. Tc is riding along side the two and gets a call on his radio from Cory. She says there is a deal going on with Dominic. Tc rides over to where the deal is taking place.
Harley and Dominic switch briefcases with Cory and Monica looking on. Dominic then sees them so they go after Harley.
Bobby is on his way to the scene when he sees Mendoza and chases him.
Cory and Monica catch Harley. Dominic and Mendoza get away. Tc tries to contact Bobby by radio but Bobby is ignoring him.
At the firehouse Tc and Cory are trying to find out what happened with Bobby. Bobby tells them that he saw Mendoza. Tc tells him Mendoza is in Chino. Bobby tells him he's wrong and leaves. Cory tells Tc he should be concered about Bobby.
Bobby goes home and his place is trashed. He gets out his gun. The phone rings and Bobby looks out the window and Mendoza is at the phone box staring at him. Bobby looks away for a second and Mendoza is gone. Then he hears something at the front door and fires twice. Theresa screams and Bobby realizes it was his sister and not Mendoza at the front door. She is okay though. She'd been at the library and not at home.
At the firehouse Tc takes Bobby's gun away and says after their shift Tc is taking him to Chino to see Mendoza. Cory gives Bobby the card of the deparment shrink. Bobby wonders whether this will be on his record and Tc confirms it.
Teresa is walking with a friend and sees her boyfriend. She walks up to him and apologizes for being late. Teresa�s boyfriend is revealed to be Mendoza, who call himself Tony .
Bobby and Russ are walking on the boardwalk. Bobby can�t believe that Tc took his gun, but Russ reminds him of that he almost shot his sister. They walk up to Rita�s stand and see her talking to Helen. She finishes the conversation and comes up to them. Russ asks her if she has anything that could give Bobby good luck. She gives him a jujubag and tell him that she had her own back on Haiti, and that it was the jujubag that helped her come to the US.
Russ tries to sneak into the firehouse without being seen by Cory, without luck. Cory and Monica tell him that the interrogation with Harley went horrible and that it�s Rita�s fault since they think she hid Helen. He tells them it can�t be her and manages to get away from Cory and Monica by saying he saw Helen on the boardwalk and that he�d be able to catch up with her.
Dominic wants to know what Rita knows about Harley and where Helen is, but she says she don�t know. He slaps her and tell her that if he goes down, so will she. Meanwhile Jamie has sneaked up to the door and stands there listening, but Dominic�s lifeguard sees her. He asks her what she�s doing there and she says she had just got there.
Teresa and "Tony" are standing at his car when Bobby wheels by. She tell "Tony" to go and he drives away when Bobby approaches Teresa about who the guy was and if he was the 24-year old. She remarks on the jujubag and he tell her it�s a good luck charm, but that it obviously doesn�t work. He tell her to be home alone that evening since he and TC are going to Chino, and that he want her to lock the door.
Bobby and Tc are about to leave for Chino and Bobby tell Tc why he hates Mendoza so much. He was a serialrapist who specialized on young girls. He kept a teenager at a hotel for 3 days and that she�s in a mentalhospital. Bobby questions if he really is going crazy, but Tc doesn�t answer. They drive off.
"Tony" and Teresa are at the beach. She apologizes for her brother and tell him that Bobby think some guy he sent to prison is after him, but that it couldn�t be him since he�s in jail. "Tony" tries to convince Teresa to go away with him for a few days, but Teresa thinks Bobby won�t let her. "Tony" wonders why she always have to ask for permission and questions if she really is his. He shows his true self, making Teresa scared, but then says he was joking and she believes him.
Russ walks up to Rita at the club and sees the bruises on her cheek. He takes her into an empty corridor and asks her if it was Dominic. She tell him it was and then tell him all about what they really are doing. They are drugdealers who also work with smuggling in illegal Haitians into the US. She asks Russ if he�s a cop and he tells her he�s not.
TC and Bobby are at Chino-prison. A man with Mendoza�s looks sits on the other side. Tc asks him some questions and he makes some funny comments. Then he turns to Bobby and asks him how it�s going before he walks up and tell Bobby he�ll see him later. Tc turns to Bobby and says that it�s over, that Mendoza still was in prison, but Bobby tell Tc that the guy they talked to wasn�t Mendoza.
Harley runs up to Rita�s stand and ask her where Helen is. Rita tells him where she is and asks him who got him out. She tells him it must�ve been Dominic and Harley runs away to find Helen and get away from Dominic. When Harley reaches the motel, Dominic and his lifeguard are standing there. Dominic asks Harley how much he told the cops, but when Harley says he didn�t say anything, Dominic�s lifeguard hits him in the head.
Bobby and Tc are in Tc�s office and compares a picture of Mendoza when he was sent to jail with the Mendoza now in jail. TC says there pretty much alike and tells Bobby that one of them is a stand-in, and that it�s dangerous for Bobby now, since if Mendoza kills him, he can�t be convicted because according to the papers he�s in jail. Tc then gives Bobby his gun back.
Jamie is talking to Russ to tell him Rita�s involved with Dominic�s affairs. Monica and Cory comes up behind and asks Russ if he knows where Harley is, since no one�s seen him since he made bail. Russ says he don�t and then gets pushed to tell everything he knows about Dominic�s smuggling of Haitians and drugs.
At Bobby and Teresa�s home, Teresa and "Tony" are cleaning up. He stands by the window when Bobby comes home and see the same car Teresa�s boyfriend drove. He looks up to the window and sees Mendoza. He walks in to his apartment and asks Teresa where Mendoza is. He sees the car drive away and tell Teresa that her boyfriend really is a serial-rapist. Teresa tell him that she loves him, but Bobby doesn�t want to listen. He starts packing and says that they should get out of town until it�s over. Teresa thinks he�s going crazy and refuses.
Russ runs up to Rita as she�s going to the club. He tells her to get out of town since he knows Dominic�s going down and he doesn�t want her down with him. She asks him how he knows it and he tells her everything about the undercover job. She gets angry with him for lying to her and runs away.
Rita talks to Dominic and wonders what he did to Harley and that the cops have been talking to her. Jamie sneaks up outside to listens, while Dominic asks Rita what she told them. He hits her and Jamie is caught by Dominic�s lifeguard. She gets pushed inside and then gets hit in the head. Dominic tells his lifeguard to take both women downstairs.
Meanwhile at the station Cory tries to contact Jamie but doesn�t get an answer. She asks Russ if she knows where Jamie is. Russ tells her he doesn�t know where she is and that Rita�s gone to.
Teresa asks "Tony" if his name really is Tony, and he tell her it�s Antonio. He wonders why and she tell him about Bobby. She then tell him she will make Bobby apologize to them.
Russ is on his bike on the boardwalk when he sees Helen at Rita�s empty stand. He talks to Cory over the radio and they decide that Russ shall drive Helen to her. Helen starts running but Cory pins her against the wall. She doesn�t want to talk at first, but then tell them that there�s a basement at the club where she and Harley where first hidden.
Tc and Bobby are at Tc�s office. Bobby wants to be bait and Tc doesn�t like it. The phone rings, it turns out to be Teresa. Bobby takes the phone and she apologizes for being so angry with him and wonders when he�ll be home. He tells her when and then they hang up.
Teresa turns around to face "Tony" and they start to kiss. He opens a drawer and take one of Bobby�s handcuffs out. She tries to make him put them back, but he grabs her and tells her he is Mendoza, then he puts a hand over her mouth and leads her away.
Cory and Russ are walking down the stair to the basement at the club. Dominic and his lifeguard are standing over Rita, Jamie and Harley�s dead body. They hear Russ and turns around, Russ and Cory fires. The lifeguard falls to the ground while Dominic flees. Russ frees Jamie while Cory runs after Dominic. Jamie comes to her assistant.
Russ frees Rita, she begs Russ to be able to disappear so that she won�t get deported. Russ says she won�t if she testify against Dominic, that they�ll protect her and Helen.
Bobby comes home and hears Teresa�s muffled scream. He walks to where the noise is coming from and sees Teresa tied up on a bed. He walks to the bed to free her, but Mendoza puts a gun to his neck. Mendoza tells Bobby to take the cuffs, put one around his wrist and the other to a lamp. Bobby hesitates, but sees Tc sneaking up at the door and cuffs himself.
Tc opens the door and draws his gun at Mendoza, but Mendoza pulls a gun at Teresa. Bobby gets so angry that he pulls the lamp out of the wall and hits Mendoza with it. He takes Mendoza�s gun at puts it at his throat. Tc tells him that Mendoza�s going back, but Bobby reminds him of that if he kills Mendoza he can�t be convicted since Mendoza�s in jail.
Tc points Bobby attention to Teresa and Bobby sees her shake her head. He walks up and ungags her while Tc cuffs Mendoza.
Russ walks in to the firehouse dressed in a suit. Monica wonders why he "almost looks like an adult" and Russ says he�s going to ask Tc for a raise so that he can give Rita a good attorney. Cory tells him that he�s not going to get a raise, more likely an advance. Bobby throws his jujubag to Russ and tells him he doesn�t need it anymore. Russ walks to Tc�s office while Cory tells the others to go to work.
Cory asks Bobby how Teresa is and he tells her she is doing good. He hands her the department shrink�s card and asks if policy could say that he wasn�t crazy and she tells him it will.
