Step 1 - Set the main lights (directional lights and ambient lights)

 

Step 2 - Use spot light to creat light fog for the building

 

Step 3 - Add area light at the top to brighten up the whole scene and to create shadow

 

Step 4 - Make the scene more contrast by adding ambient lights to absorb light from too bright position
