     LIES CANNOT TARNISH THE HEROIC PEOPLE'S WAR

1. THEY ACCUSE THE COMMUNIST PARTY OF PERU (PCP) OF DESTROYING    
   PERU. 

The revolutionaries admit that this is in fact their goal: To
destroy the rotten Peruvian State that represents 500 years of
genocide, rape, and imperial plunder.  They will build a new
state of popular democracy in transit to socialism.  The seeds of
a new Peru are already beginning to sprout in the countryside
where thousands of people's committees have replaced the old
feudal power structure, where peasants and the People's Army of
Liberation are seizing land, where voluntary collective work is
encouraged over individual labor, where food production is
replacing coca production, where women live free of rape and
abuse, and where the whole community is armed to defend itself
and advance towards taking power nationwide. 

2. THEY SAY THE REVOLUTIONARIES KILL INNOCENT PEOPLE.  

This allegation fits like a glove on the Peruvian government and
its Army, which are totally hated by the people.  It is the
Peruvian government and its armed forces that have the worst
human rights record in Latin America, who lead the world in
disappearances for the fourth year in a row and who have carried
out a genocidal counterinsurgency war with impunity. It is also
they who have enforced U.S. prescribed austerity measures which
mean misery, starvation, and death from preventable diseases like
cholera.  The genocidal Army of Fujimori has a long history of
defeats in the battle fields at the hands of the PCP, but also
has a unique expertise in murdering unarmed civilians and
political prisoners.  Fujimori represents a government that can't
stop ransacking and raking the homes of poor people in city
shantytowns and in rural communities.

3. THEY SAY THE PEOPLE IS CAUGHT IN THE MIDDLE.

They represent lies that show their ignorance in understanding
People's War. The enemies of the revolution will never understand
People's War. The tale that the people is caught between two
fires is an elaborate invention because it is precisely the
people, especially the peasantry and the poor in the cities that
makes up the majority of the People's Army and support bases. It
is the support of the masses that makes the revolution be self-
reliant and self-supported. What must be understood is that the
Peruvian State, with its armed forces and repressive apparatus,
wants to drown the revolution in blood. We would recommend that
people who were misinformed by the regime's and imperialist
propaganda study a little about warfare in general, revolutionary
war, and mainly about People's War and Maoism. This task requires
a class stand.

4. THEY SAY THE REVOLUTIONARIES ARE "ISOLATED TERRORISTS". 

Yet, the guerrilla fighters have captured the imagination of the
oppressed in Peru and the world with heroic methods of fighting
like relying on the people themselves to capture, and manufacture
weapons.  They have carried about 500,000 political and military
actions throughout the country (mostly guerrilla actions) in more
than 15 years of People's War. Half of the People's Army are
women, half of the Communist Party is women. If the
revolutionaries are isolated, why have so many people
enthusiastically joined the ranks of the revolution despite the
government's barbarous record of reprisals? If they didn't have
the active support of the people, how could they control areas
comprising more than 1/3 of Peru's population without relying on
any outside economic or military aid during more than 15 years of
armed struggle? Senderologists and foreign intelligence "experts"
make the ridiculous claim that people support the revolution out
of fear. They hide the fact that our people have been fighting
fearlessly and courageously imperialist domination for the last
150 years. Our people have fought and defeated "without fear" the
Spanish and British imperialists along savage civilian and
military dictators such as of Odria, Velasco, Leguia, Morales
Bermudez and will bury the present bloody dictator Fujimori and
its Yankee master. 

How is it possible that after Fujimori claimed that 4,500
"terrorists" have repented, 7,000 have been imprisoned and 99% of
the leaders are dead or in prison, the PCP has been able to
conduct thousands of military and political actions in 1994 and
1995?
 
5. THEY SAY THAT THE U.S. MUST INTERVENE MILITARILY BECAUSE/THE
REVOLUTIONARIES ARE INVOLVED IN NARCOTRAFICKING. FUJIMORI WAS
ELECTED BY THE MAJORITY.

With regards to drug trafficking. Look who is talking? The world
knows the truth. It is the Peruvian government and the military
are involved in drugs up to the neck. How about the denunciation
that 1/3 of high ranking officials of the army, navy and air
force have been dealing with drugs?  The disguise that these are
only a few bad apples of the military institution is a fairy
tale. Peruvians and the world know that the Army is not just
genocidal, but a drug dealer and corrupt.  What is the evidence?
Hundreds of members of the armed forces were caught in red-handed
trafficking with drugs and were reported widely in the
international press.  Despite the widespread official drug
trafficking by the military and Fujimori's cronies, the U.S.
granted them a "certification" of good behavior in the "War on
Drugs." This shows that the imperialists headed by Clinton are
not interested in eradicating drugs, but their real target in
Peru is the People's War. 

The war on drugs is a thin cover for U.S. counterinsurgency, for
sending U.S. forces and weapons of mass destruction to bolster
the Peruvian government's war on the people and to reinforce its
military base of Santa Lucia (Alto Huallaga) that has been
smashed many times by the People's Army.  But sending troops
and weapons won't stop this revolution. The Vietnam syndrome is
waiting for the U.S. in the mountains and cities of Peru! Not a
little Vietnam, but a big Vietnam. 

On legitimacy. Fujimori is nothing more than an illegitimate
"President" [18% of the total electorate elected him and with
massive fraud. 75% of votes were null + absent votes] Fujimori
will be remembered in the history of Peru as the: "President
coca" or/and "President Cholera," his bloody Army as: genocidal
murderers of La Cantuta, Cantogrande (murder of 100 political
prisoners), Barrios Altos, Accomarca, El Fronton (300 political
prisoners), Bellavista, Cayara, Huanta, Ashaninkas, University of
Huancayo, etc. A total of 30,000 Peruvians were assassinated by
the low intensity warfare conducted by the Army under the
guidance of the U.S.

6. THEY SAY THERE IS "PEACE" IN PERU, "PERU IS BEING
RECONSTRUCTED" "NO MORE REVOLUTION, IT IS A THING OF THE PAST",
"TOURISM IS BOOMING."

The peace they meant is the "peace of cemeteries", peace for the
bunch of miserable tyrants of the big bourgeoisie to keep on
exploiting and oppressing most Peruvians, peace enforced by the
bayonets of the bloody military, the death squads and "faceless
judges," peace to maintain the status quo of misery and
oppression for our people. We just have to see the official
statistics to debunk Fujimori's claim of "economic miracle." No
one can deny the dramatic increase of poverty in Peru, the
decrease of workers wages' and the record number of unemployed
and underemployed (over 85%) Then, who is getting fatter and
richer with the so-called democratic governments?  Who is paying
the price of the failure of the "reconstruction", which is
nothing more than selling out to greedy foreign capitalists the
wealth of the country. How does the people benefit from the
implementation of the outdated liberalism under the guidance of
the imperialist tools (IMF, and the World Bank)? How can they
restructure a moribund system that is rotten to the core? That's
a political impossibility.

On tourism. How pleasant it would be to visit a country where 2/3
of its population is under State of emergency and military
curfews? Many tourist areas are under military occupation and are
the place of clashes between revolution and counterrevolution
(Cusco, Puno, Apurimac, Ayacucho, Lima). Would you visit a
country that has the highest record of official disappearances
and political murders?. Are you aware that there are about 7,000
political prisoners nationwide? Are you going to help a regime
ruled by faceless judges and death squads? A fascist regime that
dump the bodies of poor people in mass graves. A civilian-
military regime that rape female political prisoners and peasant
girls as young as 8 years old. A regime plagued by a blatant
corruption and nepotism. Why do you think that more than 130
passengers of the Faucett Airlines crushed in Arequipa with many
tourists inside? The answer is corruption. This plane, among many
other obsolete airplanes were purchased at low prices from a
foreign country by corrupt cronies of Fujimori .
  
The PCP has studied scientifically our country. The liberated
areas are examples on how a country should be run, the prisons
(before the genocides of Garcia and Fujimori) were shining
examples of discipline, socialism and hard work and service to
the people.  The PCP has a short and long term plan for the
country. There is no other alternative for Peru. All the others
plans were already tested and have failed in more than a century
of semi-colonial, semi-feudal and bureaucratic capitalist
regimes. These reactionaries plans don't work. The nation is at
risk. It can fall totally at the hands of greedy imperialist
plunders. The only solution for the ills of Peru is the triumph
of the People's War led by the PCP.
