Canadian Governmental Structure Canada's structure is one of independent provincial states joined under a parliamentary system, rather than a unitary one with a centralized government. This helps preserve the differences in provinces such as Quebec which has the greatest difference in culture, religion and language from the other provinces. Quebec was at one time very liberal, but has now shifted more to the left in the Canadian government. Canada could improve it's low economic position if it were to centralize it's government under a unitary state with regions which would allow more effective cross provincial border exchanges while preserving each regions unique culture.
