Academic Achievements

 

I am an MBA, and Economics Post Graduate and have good professional experience of about 12 years gathered in managing the Projects of various Scales in many sectors. The largest is Swashakti Project – funded by WB and IFAD of Rs 42 Crores as Project Director.

 

Present Assignment

 

At present I have been working with UP Land Development Corporation on the World Bank’s one of the flag ship projects viz UP Sodic Land Reclamation Project II (UPSLRP II) (USD 194 bln)., as Sr. Manager (Monitoring & Evaluation) heading the M&E division. The Corporation's Sodic Lands Reclamation Project has been awarded as one amongst the 3 best in Asia and one amongst the 7 best World Bank projects in the world for People’s Participation based Natural Resource Management initiatives. M&E section facilitates the concurrent monitoring of the project activities by external M&E agencies and keeps updating the monitoring and Socio-economic Impact evaluation indicators for analyzing the success of development project.

 

Business Acumen

 

I played a major role in getting the EC aided Ravine Stabilization Project in UP implemented in 6 districts worth Euro 42 millions.

 

Besides my basic position, my current portfolio includes heading Project Consultancy Wing which is responsible for developing corporate plan, exploring new projects & innovative concepts for the corporation to work upon along with marketing the resource base of corporations and raising funds for implementation of development projects and for ensuring long terms sustainability of the corporations. The resource base of corporation mainly includes expertise in areas of Sodic Land Reclamation, Participatory Management, Gender, Micro-credit, Irrigation & Land reclamation, Monitoring & evaluation GIS & MIS, CBIS etc.  The Major focus of this division is to prepare strategic plans to work upon priority area of corporation such as Poverty alleviation, Land Reclamation, Agriculture development etc through peoples participation & institutional development approach.

 

Participatory Experience

 

I was additionally in-charge of Participatory Management as Advisor Participatory Management. The chief responsibilities include institutionalizing participatory approaches to Land reclamation, through peoples participation & Institutional Development and Conceptualization & institutionalization of "Farmer led Extension" approaches through promotion & capacity building of "Farmer Field Schools" where target communities themselves participate in development & dissemination of technology. Other major duties are coordination with Grassroots NGOs & work towards capacity building of community Institutions & partner NGOs, promoting public private partnerships, besides people’s development.

 

I have been working on participatory approach of project implementation where major thrust is forwards developing Grassroot level community institutions like SHGs, Farmer Field Schools, Clusters of SHGs Site Implementation Committees (SICs) & further strengthening these institutions through effective convergence with like minded institutions and developing them into Centers of Technology Dissemination and self sustainable economic units by providing forward and backward linkages.

I have organized “Thought workshops” on periodical basis on issues of women's development, Entrepreneurship Development, convergence, role of IT in Rural Development through promoting IT KIOSKs. 

 

Policy Formulations

 

In institutionalizing the mechanism for the long term sustainability of impacts of projects and continuity of activities after the project withdraws, FFSs, SHGs, SICs have been formed. The major task ahead was to sustain these local level institutions. To overcome this problem I have been involved in formulating the Policy Paper for creation of Corpus fund (Usar Sudhar Anurakshan Nidhi) in the Corporation out of the small levy collected from farmers as their share in lieu of providing them Agril. inputs and amendments, detailing the Constitution and Management of funds with Scope of Work to support these institutions. A Government order.

 

One of the most major achievements is to draft the policy letter for amending the PRI village level committee viz. Water Management Committee of the Gram Panchayat to merge the SICs to give this local level institution a constitutional status and providing it a long term sustainability.

 

Procurement of Consultancies

 

As Head of M&E division, I am also involved in conducting / coordinating research studies on various development experts both internally through internal program teams & externally through contracting renowned external consultants /agencies. Major ones include Contribution of PRIs in addressing needs of poorest of poor, Sustainability study of UPSLRP II, and Changes of House-hold Income and Expenditure patter under UPSLRP II etc. I am also responsible for liaisioning with State Government, Line Agencies (viz RSAC, Depts. of Agriculture, Panchayti Raj, Irrigation, Road, UPCAR etc) NGOs, World Bank and any other donor agency.

 

As Project Director SWASHAKTI I was heading a team of 265 field level executives and motivators and now as Advisor Participatory Management Cell again responsible for the supervision and development of about 450 Project functionaries

 

Information Technology Experiences

 

In the earlier years of my career in previous jobs, I managed the Independent Profit Center and developed CBIS to monitor the traffic on the sites and evolved effective Feedback system besides most of the activities listed above. I have managed large Multidisciplinary teams and have been the Head of the Projects or Divisions in most of my career span.

 

As is listed above, from the very early stage of my professional career I have always been the head of my section or full fledged independently heading the branch or the Project. As Sr. Manager (Monitoring and Evaluation) I have also managed the international bid for contracting external M&E agencies for INR 6.0 Crores.

 

I have conducted many trainings and workshops for my peers and subordinates on the issues of Convergence, monitoring and evaluation techniques, micro-credit, Personality Development, micro enterprise and many others. Framed the Recruitment Policies and recruited one of the best available Human Resources in the Project. My job was always a team work and no project could have seen the heights had the team work philosophies not practiced well. Without using motivational force, management of 245 field and office staff would never be a reality. I posses strong interpersonal and communication skills and have the ability to establish to rapport with the Seniors, peers and subordinates. I have the ability to transmit the information down the line and up the stream very diplomatically. I am committed to work ethos and willing to further training and induction & love to tour extensively in my job.
