Naomi's mother was a Wind Sorceress that abandoned her duties to settle down and start a family. Instead of attempting to keep the peace, she decided to marry her boyfriend -- a magicless bar owner she met on mission in Rineport -- and moved in with him. Having already become disenchanted by the Council, marrying a regular man seemed to be the best thing possible for her.
Naomi was the couple's only child. She displayed a gift for magic early on, which was both good and bad news for her parents. Her mother eagerly taught her daughter spells and how to control wind, but both parents refused to give her formal training. Naomi was all they had, and training would mean they would essentially be giving her up.
The Council eventually learned of Naomi's family history, specifically who her mother was, and attempted to give her formal training. She turned down the offer and stopped using her last name, largely to avoid further contact with them.
Her mother died of natural causes, leaving Naomi to waitress the bar. Life became empty after that, with her wanting something more than just serving drinks and having half-drunk men oogle her.
Eventually she heard from the Council again, this time asking her to go on a mission. In return she'd be given the honorary rank of Sorceress. This time her response was different -- she took her mother's old armor (a perfect fit) and left almost immediately.

Magic
Naomi can control wind, either creating gusts of wind or simply manipulating the wind or breeze around her. But because of her lack of formal training, she can some times get carried away with her spells and create an unexpectedly strong wind. Or, more specifically, some of her clothes can be carried away . . . .
