Public Policy
     -Agreement of a contract means to follow stipulation (rules or regulations)
     -A social contract implies:
          -No rights are absolute
          -Responsibility (both sides must be responsible for fulfilling their part
               of the contract)

Liberties and Rights
     -What is a civil liberty?  A freedom that is guaranteed to
               individuals that are inherent to the human condition
          -Examples of civil liberties:
               -Freedom of speech
               -Freedom of choice
               -Freedom of religion
               -Freedom of association
               -Life
     -What is a civil right?  A privilege or power that is guaranteed to
               individuals that are actions or activities protected against
               arbitrary governmental interference
          -Examples of civil rights:
               -Right to vote
               -Right to a fair trial
     -Both liberties and rights can be taken away through due process of law

Constitution/Relating to rights
     -Article 1, Section 9:  The privilege of habeus corpus..... (see book)
     -Federalist and Antifederalists papers made up for the lack of details and accuracy
          of civil rights given to people in the Constitution
          -Federalist:  for government
          -Antifederalist:  for the people

Bill of Rights (Table 14.1)
     -Amendments 1, 9, & 10 talk about civil liberties
     -Amendments 2-8 talk about civil rights
     -Amendments 13-15 (a.k.a. reconstruction amendments) apply to states' rights
     -incorporation:  process of applying the Bill of Rights to the states
