Definitions

1. A citizen is any individual who is either (a)  born to any parent who is also a citizen of Lykosha, or (b)  whose application for citizenship is approved by the Jarl or his/her proxy or Judge.
2. As regards the law: an adult is a person who has reached or is passed the age of sixteen years old.
3. Application. Any person, past the age of adulthood, may petition the government for Lykoshan Citizenship. The appointed Minister, if any, shall interview the person as appropriate and will make a recommendation to the Jarl based upon the person's character and understanding of the ways of Lykosha. in particular its traditions, its culture, and its laws. Please take note that the learning of our national language is appreciated, but not necessary for citizenship.

4. Petition by parents: Any person who, being naturalised as a Lykoshan citizen, is already a parent at their naturalisation, may petition the Jarl's appointed Minister on their minor children's behalf for Lykoshan Citizenship. The Minister's recommendation to the Jarl shall in this case consider the character of the parent, the developing character of the child, the parent's understanding of Lykosha, and the parent's presumed capacity to instill in the child a sense of civic duty and national pride for the nation.

5. Native-born citizens. Any person who, at their birth, is the child of one or two Lykoshan citizens is a native-born citizen of Lykosha.

6. Authority to naturalise. Except for the automatic citizenship of native-born citizens, the authority to grant Lykoshan citizenship resides solely with the Jarl, or the Guardian of the Law. Any individual, however, may appeal to the Althing, should either or both not hear the petition of the applicant.

7. Authority to revoke or restore citizenship. The Jarl does have the authority to revoke any person's citizenship at his/her pleasure, or to restore citizenship once revoked. As always, the individual whose citizenship has been revoked in this way may appeal to the Althing, and a majority of 75% or better shall invalidate this decision in this case.

8. Renunciation. Any citizen may renounce their citizenship, effective immediately upon notification of the Minister or the Jarl. Once renounced, citizenship may be reinstated (1) if an Appeal to the Althing is successful, (2) if the Jarl so Decrees it, or (3) if the Guardian of the Law so says..

9. Renunciation by parents. Parents may renounce the citizenship of their minor children on the child's behalf. The child is, however, also free to petition for restored citizenship upon reaching adulthood.

On Dual Citizenship

1. Definition: A Lykoshan who holds citizenship or membership in any national organisation, with the exceptions granted herein, is a dual citizen.

2. Any individual Lykoshan citizen who holds dual citizenship in any other putative nation may only do so if he or she is completely honest with both Lykosha and the other nation.

3. Exceptional nations: Any nation which is a member of the United Nations, or which is otherwise recognised as a macronation by the government may be exempt from this Law on the "tell all" Law. Only undisclosed dual citizenship may be held between Lykosha and such a nation.

4. Punishment. Minimum: The punishment for any citizen who has a secret dual citizenship is to be driven from the Pack. This punishment cannot be revoked by any future Jarl, and the ex-citizen is forever barred from reapplying, for honesty is the only issue here. It is dishonour. There is no maximum punishment.

On Extradition

1. Incidence.An citizen may be extradited to another recognised nation, macro- or micro-, for crimes committed in or against the offended country. Dependent upon the particulars, the person may also be subject to justice under Lykoshan law, first. State before ally before clan before self before stranger, always.
