Normally organizations use mix breed of the classes to achieve process improvement. Below are some of the strategies which organization use:-
First Strategy
Use class B to initiate process improvement plan. After that apply Class C to see readiness for Class B or Class A. Below diagram shows the strategy.

Second strategy
Class C appraisal is used on subset of organization. From this we get aggregation of weakness across organization. From this we can prepare process improvement plan. We can then apply Class B appraisal to see that are we ready for Class A appraisal. Below diagram shows the strategy.

Third Strategy
Class A is used to initiate organization level process. The process improvement plan is based on identified weakness. Class B appraisal should be performed after six months to see the readiness for second class A appraisal rating. Below diagram shows the strategy.
