This country as a long tradition on territorial heraldry, so it is not surprising that most of the old cities presents a Banner of Arms for the flag.

The law for the City Coat of Arms states that over the shield there is a golden two-level mural crown of 5 towers, and under a wreath of olive and oak branches, united by a white ribbon, as we can see on the right.
No rule either for the format of shield or for the motto.

In the other hand, for the Provincial CoA's, the law states that over the shield there is a golden provincial crown, inside the crown a wreath of olive and oak branches, united by a green-white-red ribbon, and under the shield yet another wreath of olive and oak branches, united by a green-white-red ribbon, as shown on the left.

There was no enforcing, such as in Portugal, for instance, of a particular format for the shield, therefore it become sometime confusing to observe in the field a large variety of formats, with or without scrolls or wreaths below, sometimes the motto.
So, the only way to "standartise" for better readability was following the latest trend in official stationary, which means a samnitic ("french") shield, with no wreaths or scrolls.
Anyway, if the motto is know, it will appear under the shield in a white band.
