William Dennis Lemke was born on September 16, 1941 to George and Mary Lemke. For Bill's first few years, the family lived in Norfolk and Portsmouth, Virginia. It was in the 1950's that George and Mary became employed at NASA, and the family moved to the Hampton Roads area. By 1955, a new addition to the family was on the way.

After graduation from High School, Bill attended Military College. Later, he worked for a short time at the Newport News Shipyard. In 1962, Bill married Judith Lucille Amason.
Their daughter Michele Cecile was born December 22, 1963. Rebecca Elizabeth was born on December 10, 1965. The next year, George Fredrick William III was born on January 7, 1967.
