A normset is a collection of NormSpec "objects."
It specifies the parameters for a single decision to be supported by a decision support system along the lines of PubWan.
One decision support task of interest to the pubwan movement is selection of one or more pubwan virtual objects, which are (generally) representations of goods known to the community to be available to the public, and whose place and price (and perhaps quantity) of availability is also known with some degree of statistical accuracy and reliably by the pubwan database.
