Weather Control Technology

Mobians have long had the technology to control their planet's weather system, but they choose not to utilize it. Only on rare occaisions have WC modules been build (e.g., during the ecosystem clean-up period shortly after the end of the Robotnik War), and are generally broken back down once their usefulness is at an end.
