Born on Oct. 31, 1899 in Sedalia, Missouri, Rear Adm. Frank Monroe Jr. entered the U.S. Naval Academy as a midshipman on June 24, 1919. Prior to going to the academy, he attended the University of Missouri.
He was commissioned an ensign on June 7, 1923 and reported to his first command, USS Nevada from 1923 to 1927.
He served on board USS New York from September, 1927 until May, 1929 and USS Charles Ausburn from May, 1929 until May, 1930.
He then served two years at COMNINE Naval Training Statione before reporting to USS Hale as the engineering officer. In June, 1933, he became executive officer of Hale.
He then reported to the Naval Recruiting Station, Richmond, Va., as officer-in-charg. In June, 1937, he served as engineering officer on board USS Memphis.
He was stationed in San Diego as the officer-in-charge of Recruit Training Command from May, 1940 to January, 1942.
He served as the damage control officer on USS South Dakota from February, 1942 until January, 1943 and then as executive officer on USS Baltimore until January, 1944. By August of that year, he reported to Treasure Island, San Francisco and in November he became the commanding officer of USS Kent.
In June, 1945 he took command of USS Mendocino (APA-100) and in June, 1948, he commanded USS Springfield (CL-66) He was promoted to captain on Sept. 17, 1947.
In August, 1949, he reported to Naval Training Center, San Diego as commanding officer, Administrative Command and later as the assistance center commander. Following Capt. Connolly's retirement, Rearm Adm. Monroe became center commander of NTC on June 30, 1951.
Rear Adm. Monroe retired on July 1, 1953 and died on April 14, 1961.
