Rover Scout

Knowledge
- Have read "Scouting for Boys"
and "Rovering to Success" or any other suitable book on Rover Scouting and be
able to discuss with the Rover Scout Leader or his nominee, topics taken from
these books.
Religion
- Be able to explain to the Rover
Scout Leader or his nominee, the obligations imposed upon him by his own
religious faith or any religious faith that he believes in.
Leadership Training
Community Service
- Either assist in a Cadet Scout
Unit, Scout Unit or Venture Scout Unit, for a minimum period of two months.
- Or participate actively in a
community service project organised by the Unit, District, Headquarters or in
any other community service project approved by the Rover Scout Leader.
Scouting Skills
Acquire the following skills and be
able to instruct in these skills:
First Aid
- Reach a high standard in first
aid using the Ministry of Education's syllabus on First Aid (up to Secondary 3
level) as a guide.
Association's Organisational
Structure
- Know the Singapore Scout
Association's set-up and organisational structure which should include the
functions and responsibilities of
- the Scout Council
- the Commissioner Council.
Self-Examination & Investiture
Before being awarded the Rover
Scout Standard, the Rover Squire must under-go the Self-Examination followed by
the Investiture. (See notes on The Self-Examination & Investiture Ceremony)

Leadership Training
Community Service
- Be part of a committee which is
responsible in planning and organising a community service project of the
Unit, District or Headquarters.
Comradeship
- Be part of a committee which is
responsible in planning and organising a social function, e.g. A Rover Nite.
- or Have attended a Rover Moot,
Jamboree or Exchange Programme.
Community Service Skills
- First Aid: Qualify for the Adult
Certificate of the St. John's Ambulance Association or the Singapore Red Cross
Society.
- or Life Saving: Attain the level
of the Bronze Medallion.
- or Fire-fighting: Have
successfully completed an approved fire-fighting course.
Responsibility
- Acquire the knowledge or skills
necessary to instruct and test on any one of the proficiency badges in the
Cadet Scout or Scout Section.
- or Prepare and instruct a group
of boys pursuing a proficiency badge in the Cadet Scout or Scout Section.
Self-development
- Acquire or pursue a totally new
skill or knowledge that would be beneficial to yourself, keeping in mind the
principles of personal growth and self-development.
- It should preferably be
something which bears no direct relation to your occupation. It should not be
some skills or knowledge that you has already acquired prior to this stage.
The subject chosen should be approved by your Rover Scout Leader.
- After acquiring the new skill or
knowledge, the Rover Scout must be able to convey it to his Rover Scout Leader
or Unit (either by means of a demonstration or by conducting a course or
both).

Project
- The Rover Scout must choose and
plan a project, and keep a record of his activities. At least three times
during the period of his project he must report his progress to his Unit,
producing his record, supported by any models, charts, maps or other exhibits
which may be needed to elucidate it. On these occasions he may seek advice or
assistance from his Unit if he feels he needs it.
- A project may be defined as a
self-imposed task, demanding skills, application and care, that would be
beneficial to himself or the community.
- The Rover Scout picks the
subject of this project for himself. There is no restriction on his choice of
subject but it should be formally approved by the Rover Scout Leader as
suitable, challenging and worthwhile.
- When the Rover Scout is
satisfied that the Project is completed, a demonstration of the result of the
work should be given to the District Commissioner or his designate.
- The District Commissioner or his
designate, after seeking necessary expert advice, then decides if a
satisfactory standard has been attained.
Expedition
- Lead an expedition or journey
comprising of Rover Scouts (a small group is preferred) extending over a
minimum period of 4 consecutive days, with 3 nights out.
- The expedition or journey must
be organised by himself and approved by his Rover Scout Leader as of
sufficiently high standard.
- The expedition or journey may be
by land or water, at home or abroad, but it must present a definite test of
endurance as well as be calculated to bring out the qualities of
self-reliance, initiative, determination and leadership. He must submit a log
of the expedition or journey to the District Commissioner or his designate at
its conclusion.
- The District Commissioner or his
designate, after seeking necessary expert advice, then decides if a
satisfactory standard has been attained.
Service
- The Rover Scout must give 12
months continuous service with any Section, in the capacity of an assistant
Unit Leader, to the satisfaction of the Unit Leader concerned.
National Affairs
The Rover Scout must have a
comprehensive knowledge and be able to discuss with his Rover Scout Leader on
the following subjects:
- i) know the structure and
working of the Republic's Constitution.
- ii) know and explain the
procedure for the Singapore General Elections, By-elections and Parliamentary
procedures.
- iii) explain the working and
judicial powers of
- the Court of Appeal and
Judicial Committees
- the Supreme Court
- the High Court
- the Magistrate Court
- the Industrial Arbitration
Court
- the Juvenile Court.
- iv) know the function of a trade
union and the structure and organisation of the
National Trade Union Congress or
any of its large affiliated Unions.
Nomination and Interview
Before being awarded the
Baden-Powell Award, the Rover Scout must:
- i) in his personal opinion and
in the opinion of his Unit, has set an example of the Scout way of life and
has carried out the Rover Scout motto "Brotherhood of the Open Air and
Service".
- ii) be nominated by his Rover
Scout Leader.
- iii) have an interview with his
District Commissioner.
