Elected Jan 1776 to Maryland Convention. He was a Major in Upper Battalion., St. Mary's Co. He was commissioned a Surgeon in the 2nd. He was educated at Charlotte Hall, St. Mary's Co., MD, and Maryland Law School. He was admitted to the bar in Annapolis. He worked in Auditor's Office and Engineering Dept. of the B&O Railroad, was assistant Secretary of State in Annapolis under his father, and practiced in the Court of Appeals of MD. He later moved to Hagerstown, Washington Co., MD where he became manager, secretary, and treasurer of 'The Mail' newspaper. They are buried in Rose Hill Cem., Hagerstown, Washington Co.
