The Pack-Leader
(The Jarl)

  1. The ruler of the nation will be the Pack-Leader, and the Pack-Leader is liable to the Law of the Pack.In honour of our role models, the Norse, the Pack-Leader will be called the Jarl, whether male or female. The Jarl has the authority to:

    1. Bestow Titles of Nobility, both Hereditary and ad vitam, Orders of Chivalry, & Decorations.
    2. Appoint and dismiss Government Ministers, & other functionaries at need.
    3. Devise and promulgate Laws of the Realm, as provided for in the Laws of the Pack.
    4. Exercise ultimate judicial authority as needed.
    5. Accredit Ambassadors, Consuls & other Diplomats.
    6. Negotiate and conclude all treaties, concordats and international agreements, and resolve all territorial disputes internally and externally of the Realm.
    7. Declare war and issue Letters of Marque.
    8. Regulate commerce (including the value & design of the national currency, etc.), industry & agriculture.
    9. Grant and rescind at pleasure all Charters, Warrants and Commissions.
    10. Provide for the defense of the Realm.
    11. Levy taxes and fix the categories and rates thereof.
    12. All other Rights, Privileges and Prerogatives recognized as belonging to a Sovereign & Royal Head of State under International Law.

    These shall be the perogatives of the Jarl, yet the Jarl shall be liable to the Law, for it is the Law that rules the Jarl. And except as otherwise provided in this Code, the Jarl shall both reign and rule as entitled.

  2. The First Jarl shall remain Pack-Leader only until there are ten citizens of the nation, at which point they shall vote for the one who will become Jarl. Yet, if the citizens desire, they may or might choose the Founder as the "next" Jarl. there is also nothing in the Law to prevent the son or daughter of the current Jarl to become Jarl also, so long as he or she is elected as provided in this Code.

On the Succession
(& Removal of the Jarl)

  1. The Pack-Leader, as does the wolves in nature, rules by consent. He or she may be challenged for their position by elective Challenge.

  2. Any citizen of Lykosha has the right, on any holiday, or at the Althing meeting, or during any public audience, to openly claim that he or she is better qualified to lead the Pack

    The Jarl may then either (a)  step down and cede to the Challenger, or (b)  contest the Challenge. If the Challenge is contested, or if the Challenger requires it, the two who would be Jarl shall state their talents and points of view to the populace.

    The Challenger shall spend their own monies, if such is necessary, to publish or put out materials and proofs that he or she is better able to lead, and the Jarl must do likewise. Honesty shall prevail, for the Guardian of the Law shall oversee such campaigns.

    Neither may say one word (good or bad) about their opponent, but may only tout their own self. At the end of one week, a vote shall take place for the Challenger, not the current Jarl. If seventy-five percent (75%) of the citizens vote to invest the Challenger, then he or she will become Jarl. If, on the other hand, less than 75% of the Pack votes for the Challenger, then the current Jarl shall stay. In this instance, abstain votes shall count as a "vote" for the current Jarl, since by their lack of action otherwise, they support the status quo.

  3. The oath of the Jarl is:
    • "I, ________, do swear by the Laws of the Pack, and by all that I hold sacred, to abide by the FirstLaws of Lykosha, so as to protect and guide the nation towards sovereignty & full integrity, so that the ways of the wolfpack are never forgotten.

      Furthermore, I swear to never Decree a law which goes against the way of the wolfpack. I swear this before the Guardian of the Laws of the Pack, before the nation of Lykosha, and by every belief which I hold dear.

      And should I prove false to this Oath, then may every face of Lykosha turn away from me, and may the Sword of Judgment separate me from the People. For the harshest Judgement of the Packmembers shall ever be to be driven from the Pack itself. This I swear."

  4. For stability, while Lykosha remains non-territorial, no one shall challenge a new Jarl for his/her place for the first three months of his/her rule, and a new Jarl may not change the rulings of his/her predecessor for the same time. This will not prevent the newly invested Jarl from passing his/her own Decrees, but these may not conflict with the Code of Laws currently in place.

  5. When Lykosha becomes a territorial nation, this limit of three months shall be extended to one (1) year, since there shall be more to administer & rules.

On the Guardian
of the Pack-Law

  1. The Founder of Lykosha shall be the first Jarl of the nation, until such time as a Jarl can be selected from the citizens of the nation.

    The Founder shall then serve as the Guardian of Pack-Law for Lykosha. This means that he or she shall watch over the operations of the nation and its government, to see that the essential nature of the Law shall not change. Any Decree that is made Law shall be Judged by the Guardian, so that it neither conflicts with or violates the inviolable Law of the Pack.

  2. This shall consist of the Guardian being present at every meeting where the laws are suggested, discussed, voted on, and Decreed by the Jarl of the Pack. It shall be the duty of the Guardian to guide the Pack to "walk the way of the wolf," and to make certain that the First Laws shall not be compromised.

    (S)he shall suggest rather than change, change rather than veto, veto rather than take the rulership away, but (s)he shall do what (s)he must to ensure the survival of the Laws of the Pack in Lykosha, but only as regards:

    1. foreign relations, especially where this alliance is counter-productive to the well-being of Lykosha, and:
    2. any major change in the overall law-structure of the nation.

    In other words, (s)he may not act for her own interests, and only to protect the national project of Lykosha.

  3. Only the Guardian of the Law may select his/her own successor, and may, in fact, decline to do so, so long as (s)he has determined that the nation no longer needs a Guardian, such that the affairs of the nation will proceed without changing the essential nature of Lykosha.

  4. The oath of the Guardian is:
    1. "I, ________, do swear by all that I hold sacred, to abide by the FirstLaws of Lykosha, so as to protect the Law, and to guide the nation towards true sovereignty & full integrity, so that the ways of the wolfpack are never forgotten. I swear this before my predecessor, before the nation of Lykosha, and by every belief which I hold dear.

  5. The Pack-Leader rules by consent, and the people of Lykosha have the right to approach the Guardian of the Law and ask that the Guardian replace the Pack-Leader at any time, such that they are unhappy with his/her decisions. But the citizenry must agree by consensus that this needs to be done, such that at least eighty percent (80%) vote to do so.
  6. The Guardian shall then demand that the Jarl step down as Pack-Leader, and will temporarily assume the duties of the Jarl, but only so long as it takes the people to choose a new Pack-Leader. As the nation may not be leaderless, this must occur within thirty (30) days, or the Guardian may then choose his/herself who (s)he feels will lead the Pack well (Of course, any one person who disagrees with the choice, may Challenge, as otherwise provided for in this Code of Laws).

  7. Also: The Pack may go to the Jarl, and demand that the Guardian of the Law step down as the Watcher of Lykosha, so that the essential nature of Lykosha shall change, for there can be no guarantee that any person selected to replace the old Guardian walk the old ways in honour. And yet, it is possible to choose so.
  8. In this situation, Lykosha itself shall change, and all is started anew. For there will be no more PackLaw, the nation will be dissolved, and the citizens will then need to either make a new nation, or disperse to other projects. The resources of the nation, if any, will then be distributed equally, to every packmember, and the land, if any, will go to the original purchaser of the property. and all the wolves of the world will howl piteously, and lay down and die, for the loss of such a place. For there will be no more Lykosha.
