Costel Rizescu, born on 12/20/1965 in Corbu, Romania, received his Masters of Science in Physics Engineering from the University of Bucharest, Faculty of Physics in 1990. In the same year, he began his R&D career at RDIEE - Bucharest, by joining the staff that was involved in developing and manufacturing NDT systems with penetrating radiation and ultrasound (Laboratory 57).

Between 1990 and 1996, he designed, developed, manufactured, tested and operated prototype industrial and medical imaging systems which were unique in Romania at that time: experimental lithotripter with focussed high-energy ultrasonic waves (built at 1/20 scale out of regular equipment), industrial CT scanners, fully automated gamma-densitometry equipment, and immersed systems for real-time ultrasonic imaging.

Between 1996 and 2000, as a senior researcher, Costel Rizescu developed radiation detectors (with Cd-Te, CsI, BGO) for spectrometric measurements, X-and Gamma Ray collimators, torque sensors for computerized testing of electro-mechanical systems (working at one of METABO's factories in Germany), a new generation of multi-beam CT Scanner (for a customer from Greece), and performed tests and experiments to improve the reconstruction algorithm of electrical impedance tomography (as a part of a European Community Joint Research Program).

Costel Rizescu also managed the “Industrial Tomography” Nuclear Unit (1999-2000), coordinated six national research projects in implementing industrial imaging technologies in the benefit of end-users, published twenty-three scientific papers, participated in eleven international workshops and cooperative projects, produced documentation (seven guide manuals) and worked with a quality assurance team ensuring compliance with quality requirements.

Costel Rizescu pioneered applications of CT imaging in archaeology, geology, forestry, marine research, and airport and customs security (to identify drugs and explosives) in Romania. He developed and implemented advanced algorithms and applications for CT imaging and was the author of “The Dual-Energy CT Method with ¹⁹²Ir Radioisotope for Determination of Local Density and Effective Atomic Number”. He received the degree of Ph.D. in Physics from the University of Bucharest in January 2001. Since 1993 he has been a Level II Radiography Testing Certified (equivalent to ASNT Certified NDT Level II , RT).

Since 2000, Costel Rizescu began to extend his area of expertise into the biomedical field, while continuing to work in different research programs. He conducted and performed scientific research grants for applying CT method in archaeology . In July 2000 he was hired by PHOENIXMED to start-up their Clinical Equipment Department (biochemistry & electrophoresis analyzers, X-ray film developer machines, infusion equipment, surgical instruments and clinical reagents).

As a head of department, he recruited six employees, identified target markets, negotiated contracts with foreign manufacturers, wrote and presented reports and strategic recommendations to top executives. He provided training, offered technical support for customers in operating, maintaining and repairing apparatus, and installed software on dedicated systems for clinical measurements. In 2001 he obtained a Medical Technologist Certificate. Until April 2002 he helped the firm to increase its turnover with over $1.8 million.

In 2002, Costel Rizescu established LabSystems, identified target markets in the Healthcare System and NDT industry associated with entrepreneurial start-ups. He represented five foreign companies in Romania as their national distributor, negotiated and finalized more over fifty sale contracts for hematology & biochemistry equipment, sterilizers, and centrifuges. He developed a division in manufacturing biochemistry photometers, sterilizer accessories and front panels (using graphic overlay technology).

He designed, built, tested, installed and sold customized biochemistry photometers, clinical accessories and laboratory consumables. Also, in the same period he developed and conducted customized, state-of-the-art training for customers, and furnished ongoing technical support to field service engineers, sales representatives and customers. Personnel, and finances were managed efficiently, so as to maximize impacts with minimum resources, and double the firm’s turnover after one year.

After joining his wife in U.S., Costel Rizescu continued in 2005 to broaden his knowledge and skills by volunteering for MediSend International. He designed, planed, organized, and conducted all technical projects in starting-up an 8,000-sq. ft. Biomedical Workshop for refurbishing medical equipment. Also, he trained and managed interns and volunteers in repairing biomedical equipment, and assisted Medical Mission Ambassadors with the selection process, inventorying, and packaging of biomedical equipment. Volunteering for MediSend gave him the chance to learn and develop new skills, make important networking contacts, gain work experience and build his self-esteem and self-confidence whilst making an important contribution to society.
