The Justice Legion are named after a pitch for the revival of the Justice Society sent to National/DC by a fan shortly after the first appearance of Barry Allen. For more information see THE COMIC BOOK HEROES by Gerald Jones and Will Jacobs.
The Justice Legion: A are the ultimate team out of a group of alphabetically named Justice Legions that exist in the 853th century (one million months after the publication of ACTION COMICS #1). Each member is the defender of a different planet:
- Mercury - Flash
- Venus - Wonder Woman
- Earth - Superman
- Mars - Special - see Martian Manhunter #1M
- Jupiter - The headquarters of the Justice Legion
- Saturn - Hourman
- Uranus - Now the position of Starman's Space Station
- Neptune - Aquaman
- Pluto - Batman
At the time of publication Vandal Savage and Arsenal were facing each other in the ARSENAL mini-series. In that series Arsenal claims not to know about Vandal Savage which places its events before this issue.
The Rocket Red Brigade proper last appeared in the early issues of CHASE where it was shown using scavenged technology and less powerful battlesuits. This change could be explained by the loss of the few remaining suits to the black market.
SYNOPSIS
Flash forward to the third day: Zauriel and Plastic Man race to an emergency transmission in the Monitor Womb from J'onn J'onzz. A nuclear explosion of unknown origin has destroyed Montevideo - the capitol of Uruguay.
Back in the present: The Justice Legion have arrived from the year 85271 AD to invite the current Justice League to the celebrations for the return of Superman Prime from the heart of the Sun. According to the time travellers the Superman Dynasty is still alive and so is the original Superman who in the 700th century retreated into the Sun. Now he is returning and visitors from across time and space are arriving for the celebrations. The JLA is invited as representatives from this era so that Superman can see his future self exit the Sun.
Initially stunned the JLA calls a full meeting and it is decided that the core team (minus J'onn who has no counterpart in the future) will travel to the 853rd century to participate in the celebration games while the Justice Legion remains here. Batman decides to stay as well but his future counterpart uses underhand means to project him into the future.
Meanwhile Arsenal who had been trying to restart the Titans leads a team of younger heroes against a Russian arms dealer who is selling stolen Rocket Red battle armour on the black-market. Both sides are surprised by the appearance of Vandal Savage who outbids everybody for the entire lot. The heroes attack but are easy opponents for the vastly more prepared and experienced Savage. Determined to use the nuclear power cores of the suits as a blackmail device he puts the unconscious Tempest into a suit and fires it towards the United States.
The Justice Legion and the Justice League gather on the summit of Mount Rushmore so that Hourman can send the six travellers into the future and then retrieve them so that the elapsed time in the present is only a few minutes. However after he has sent them into the future a techno-virus buried in his memory banks by Solaris knocks him out and starts infecting first the remaining Leaguers and Legionnaires and then people and computer systems across the world. To protect the Watchtower Oracle shuts down her computer links and strands Steel, Zauriel, Barda and Plastic Man on the Moon.
