My empire is mostly matriarchal, consisting of queens of solar systems, then galaxies. The rulers of planets can be Kings or Queens. I rule over them all as Queen of the Universe. My empire has no Lords or Ladies.
I, as the Queen of the Universe, obviously have many advisors, experts on subjects such as ecology, cultural development, and starships. They, along with the lesser Queens, make up the council.
Petitions go to the Council. There must be a majority of 75% on most matters for a petition to be approved. After the Council approves a petition, the petition comes to me. If a petition is disapproved of by either the Council or by me, it can never be brought forward by that person again.
When I make a decision, the council does not have to approve. They may only offer advice, which I will usually listen to. Laws made by the lesser Queens do not have to be approved by the Council, either, but they do have to be approved by me.
