The twentieth century Batman's body is seen in this issue but his mind is in the future inhabiting a cloned body of the future Batman.
The Justice Legion: A are the ultimate team out of a group of alphabetically named Justice Legions that exist in the 853rd century (one million months after the publication of ACTION COMICS #1). Each member is the defender of a different planet:

- Earth - Superman
- Mars - Special - see Martian Manhunter #1M
- Jupiter - The headquarters of the Justice Legion
- Saturn - Hourman
- Uranus - Now the position of Starman's Space Station

Epoch the Lord of Time left behind a lot of technology after his appearance in JLA/WILDCATS including the IF from JLA (third series) #5 and energy core shown here.
Zauriel's sword was forged in the Fifth Heaven and "can cut through all bonds, dispel shadows and even wound non-material entities."
SYNOPSIS
The Justice Legion individually have reached the conclusion that the only way to beat the Hourman Virus is to construct Solaris here in the twentieth century because nothing else has the power or technology. They manage to assemble the elementary computer core using materials from the Cadmus Project and the Batcave with a sample of Lois Lane's blood. However they need a power source to start the Sentient Sun and they can only find that on the Justice League Watchtower. With the Teleporters shut down to protect them from the Hourman Virus the remaining members of the JLA are working on a time machine to rescue their founding members when they are alerted to the presence of the future Superman who has jumped to the moon.
The future Superman uses his remaining super-telekinesis to unlock the JLA teleporters and transport the Justice Legion onto the Moon. The remaining JLA members have had no contact with the Earth and believe the Justice Legion to be hostile. Both teams divide and square off across the Watchtower as time begins to run out. The Huntress and Plastic Man take down John Fox while the future Aquaman and Batman have problems with Zauriel. The future Wonder Woman barely withstands the punishment of Big Barda until Steel and the future Superman manage to negotiate a peace.
The two teams join forces using the power source that Steel had created for his time machine (retro-engineered technology from Epoch) and the Quantum Softdrive constructed by the future Batman and Superman. Around this they begin to construct Solaris the Tyrant Sun. As they work the future Starman arrives and is revealed as a traitor by the future Batman because only Green Lantern's power ring or Starman Quarvat has the necessary power to jump start Solaris. The entire thing has been planned by the future Solaris to ensure his creation and as Green Lantern is in the future it means that Starman must have been in collusion with Solaris.
