Introduces Harm's new partner, a Marine Major, Sarah "Mac" Mackenzie. When the Declaration of Independence is stolen by a Marine Colonel trying to make a point, Harm, Mac, and Harm's new assistant, Bud are sent to recover it. However, the mission becomes tangled by a CIA agent, Clayton Webb, and by a secret Mac has been hiding.
After a convicted spy escapes from the brig, he takes Admiral Chegwidden, Bud, and Mac hostage and forces them to re-enact his trial, claiming he was framed. Meanwhile, Harm has to keep a trigger-happy Captain from getting the hostages killed.
Annie, the widow of one of Harm's best friends, Lt. Luke Pendry(see Pilot Error), re-enters Harm's life just as Lt. Pendry's former wingmate is killed in a freak accident. The remaining member of the squadron resigns, mostly because no one is willing to fly with him because of the rumours of a jinx on the squadron. Harm, however, volunteers to fly with him. Is the squadron really jinxed?
When a Navy SEAL is killed by friendly fire during a mission, murder is suspected. Harm prosecutes, convinced it wasn't an accident, while Mac, convinced that it was, defends. As new evidence comes to light, Harm must make a decision. This is the infamous occasion where Harm fires a weapon in the courtroom.

After a crossing-of-the-line ceremony, a Navy Aviator accuses her CAG of sexual harrassment. However, the investigation is impeded by Congresswoman DeLong, who insists that the Aviator be sent on missions, despite the CAG's protestation that the Aviator is an "accident waiting to happen". Bud, meanwhile, meets Harriet Simms, causing love at first sight.
A Navy Lieutenant's baby is kidnapped, and it appears that the child's father, a member of the Irish Real Army, is responsible. When Harm and Mac attempt to find the child, they finds themselves in the middle of the struggle between the IRA and the British government.
Admiral Chegwidden appears to be targeted by someone from his SEAL past. As Harm investigates, he discovers that someone seems to have been killing off all members of the Admiral's team...

Princess Alexadra of Romania visits Washington and Harm is assigned the duty of watching her. Just to make everything more complicated, he also gets a new neighbor, a journalist, who has more than a passing interest in him. Bud also starts a romance with Harriet.

When a State sanctioned kidnapping of a drug lord goes sour, a marine is killed and his body left behind. Harm is given a two-fold mission: investigate what happened and recover the body. However, it doesn't stay that simple.

Mac attempts to find out if the training methods of a Marine Captain are really as unsafe as they are reputed to be. Meanwhile, Admiral Chegwidden sends Harm in undercover as a Gunnery Sergeant, where he learns firsthand exactly how unsafe the methods are.
Harm and Mac defend a former, now homeless, SEAL after the SEAL kills three men during a convenience store robbery.
Out running, Harm is hit by a car. As his luck would have it, Hamas terrorists take over a wing of the hospital in order to prevent an Isreali diplomat from receiving a vital heart transplant. Harm must save the day while Mac, captured by the terrorists, tries to negotiate with them.

Sent as observers to the NATO war games in the Black Sea, Harm, Mac, and Bud find themselves in the midst of a real battle between two old enemies who want to make the war games their final battle.
As Harm prosecutes a murder case and Mac defends the suspect, an admitted abusive husband, events become confusing. The only actual witness, besides the killer, keeps changing her story and Mac has to deal with memories of her abusive father. Meanwhile, Bud and Harriet's budding romance grows.
