POLICIES OF TORHAVN IN CIRCA 2000:

This Policy is the contribution of the Ministry of Defense, as submitted by: Lord Robert Clarke

Entitled: P001-2000R

This Policy has the force of Law, as of September 1, 2000:

That all able bodied citizens are eligible for the militia.

That one day a week should be set aside for martial training.

That the minimum weapons to be trained in are the spear & bow (with roundshield), but according to ability (those with greater manual dexterity shall specialize in the bow, and those with greater physical strength shall specialize in the spear). All Citizens shall also learn shield offensively and defensively. That weapons, armor and militia tabard shall be purchased by each militai member. That arrows used by bow(wo)men shall be issued and purchased by the Crown.

That the failure to train or keep personal equipment (as mentioned above) shall result in a fine.

That militia shall be trained and led by guardsmen designated by the Ministry of Defense, under the leadership of warriors chosen by the Crown. When baronies and duchies are established, this duty shall fall to the Baron or Duke of that Barony or Duchy or his (or her) chosen proxy.

That the livery of (1) the Crown, or (2) the Shire, or (3) the Barony/Duchy, or (4) that city's Lord (Governor) shall be worn when engaged in martial training or guards duty. Such livery shall consist of either a tabard of that designation's choice, and the device of that designation (as above). Choice of designation shall be per the choice of the Crown, for that particular militia.

That, while under martial training, all members of the militia are under military law.

That certain professionals may be exempt from martial training, but even these shall be trained in the use of the round shield defensively (ex: medical staff, weaponsmiths, etc. Other professions shall be examined in an as-and-when basis)

That, once a month, when land holdings are established, all militia shall be called up to man the town for a period of three days each, as this will aid in training as well as reducing the need for full-time watchmen.
