PRINCIPLES ON OBJECTIVES FOR THE KINGDOM:

As Regards General Objectives & Goals

  1. The Kingdom upholds the inherent and inalienable rights of the national citizenry to individual autonomy and personal self-determination.

The Kingdom promotes:

  1. The protection & responsible development of the Earth under Her care, first. In this, no other consideration is as important.

  2. The rights & freedoms of its citizens as individuals, as defined by the Codex Rex.

  3. The welfare, health, and safety of its citizenry.

  4. The cultural identity of TorHavnian citizens.

  5. The development and preservation of a unique TorHavnian culture.

As Regards the Defense of the Kingdom

  1. It is the duty and obligation of the Kingdom to protect its citizens. It is also the duty and obligation of its citizens to protect the interests of the Kingdom.

  2. The Kingdom shall take adequate measures to preserve its integrity, the lands, flora and fauna placed in its care, and the safety of its citizens even in times of war or civil war.

  3. The Kingdom protects its citizenry and its own integrity against terrorism, extremism, and catastrophes.

As Regards the Organization of the Kingdom

  1. The Kingdom separates executive, legislative, and judicial powers, so that they may be properly administered. A single person may not hold office within more than one branch of government concurrently without the approval of the Crown.

As Regards the Powers of the Kingdom

The Kingdom reserves for itself exclusive jurisdiction over the following subjects:

  1. State defense;
  2. Foreign relations;
  3. Economic regulations;
  4. Infrastructure and traffic;
  5. Taxation, to include levies, tariffs, and duties;
  6. Private, criminal, and procedural law;
  7. Educational and technical training standards;
  8. Weights and measures;
  9. The coining or printing of money, as well as the establishment
    of its value;
  10. The establishment of professional standards;
  11. The regulation and registration of patents, copyrights,
    and trademarks;
  12. All other matters which, by their nature or because of their
    relations to above listed subjects, require national control;
  13. All matters which involve the development, growth, and
    protection of the Living Earth, who is our Mother.

As Regards Royal Authorities:

  1. The Government of the Kingdom of TorHavn, henceforth known as the Gopvernment in this Code, has the authority to declare War, to conclude peace, to form alliances, including those with foreign powers, and to make treaties with them.

  2. The Government has the authority to maintain military foreces, including land, naval and air-space forces, to protect the interests and rights of the citizens of TorHavn, to keep them safe from foreign attack, and at the request of a Shire or Province, or during a declared emergency, to prevent or supporess armed insurrection.

  3. The Government has the authority to levy a uniform tax within the Kingdom of TorHavn, henceforth known as the Kingdom in this Code, upon all sales and financial transactions within the Kingdom, except those involving the purchase of foodstuff and medical supplies for personal use. Any law passed by the Twin Houses of Council, henceforth known as the Council in this Code, which affects taxation shall not go into effect unless a referendum of the citizens shall have called for it, and without the approval of the Crowns.

  4. The Government has the authority to request of the Provinces such additional revenues as it may require. The Governors of the Provinces are required to immediately consider such requests as paramount, and shall reply to the government within thirty days.

  5. Excpt in case of war or of declared emergency, the Government may not enter into debt nor may the Council, nor the Crowns (except by Royal Decree) approve any bill for which it has not already allocated sufficient funds, from the Treasury of the Kingdom. No monies shall be drawn from the Treasury of the Kingdom, but in consequence of appropriations made by law, and a regular statement and account of the receipts and expenditures of all putlic monies shall be published at least annually.

  6. The Government has the authority to conduct a census of the population every ten years for the purpose of determining the need for provincial creation, or to reformat the makeup of the Lower House of Council (henceforth known as the Commons), or to determine the number of citizens, other residents who are not citizens, and minors, and may not be used to collect any other information than that.

  7. The Government has the authority to establish and maintain National Parks, Forests, Wetlands, and other Wilderness areas for the purpose of protecting these places, and their ecosystems, and for the enjoyment of future generations to come.

  8. The Government has the authority to develop and protect, with or without the assistance of foreign entites, including governments and other such powers, and for the benefit of all, the resources of outer-space and of other bodies in the solar system and beyond.

As Regards the Proxy powers of the Kingdom

Although the Kingdom reserves for itself exclusive jurisdiction over the above subjects:

The Kingdom may also grant its sovereign powers to international or supranational bodies, including systems of mutual collective security and trade organizations, as long as it retains the right to withdraw from such organizations at will, may rescind its rights fully unto itself at any time, is assured an adequate level of representation in those bodies and those bodies guarantee sufficient legal protection for the citizens of the Kingdom.
